International Criminal Court (ICC) prosecutor Luis Moreno-Ocampo on Monday announced he was seeking the arrest of Libyan leader Muammar Qaddafi, his son Saif al-Islam, and brother-in-law, Abdullah Senussi, Libya's intelligence chief, saying the three carried the greatest responsibility for "widespread and systematic attacks" on civilians (IOD May 6,p1). Moreno-Ocampo told a press conference that Libyan authorities had "a duty" to respond to any warrants issued, still to be decided by a panel of ICC judges, which if carried out could see the three tried before a court in The Hague.
