A clash over costs between Baghdad and Big Oil has for the past three months been stalling progress on a massive water scheme vital to the development of Iraq's huge southern oil fields, threatening to slow production growth. Work was to have started early this year on the project, which entails injecting seawater to maintain reservoir pressure and overcome production declines at the supergiant fields of West Qurna, Rumaila and Zubair.
