China and its Southeast Asian neighbors took a tiny step last week toward resolving their territorial dispute in the South China Sea The 10-member Association of Southeast Asian Nations (Asean) and China signed a set of guidelines that will help push forward long-stalled negotiations over which country has rights over what parts of the resource-rich sea. The guidelines signed at an Asean forum in Bali, are intended to restart negotiations on the Declaration on the Conduct of Parties in the South China Sea, which was signed in 2002.
