Belarus' hopes of bringing Venezuelan Santa Barbara crude to its refineries via the Latvian port of Ventspils are fading amid a growing row over the pipeline that links the port with Polotsk. LatRosTrans, the Latvian-Russian owne of the oil pipeline which crosses Latvia, has begun pumping out the crude that was left in the pipeline when it was shut down by Russian product pipeline opera- tor Transnefteproduct in 2003, citing ecological risks.
