Petroecuador, Ecuador’s state oil firm, has declared an emergency at the country’s largest oil refinery, where a big cleanup operation has been under way after a fuel oil leak last month. The move comes as Ecuador seeks to boost its environmental credentials through a plan that could place an Amazon rain forest nature reserve off limits for oil exploration.
