The price of a proposed 200,000 b/d refinery in Brunei has swollen to US$4.3 billion, according to the Brunei Economic Development Board (BEDB) (IOD Sep.29,p6). PetroBru, the privately held company leading the project, last year commissioned consultancy Wood Mackenzie to conduct a feasibility study, the results of which were presented last week. Construction of the plant, to be built on Pulau Muara Besar island, could start as early as 2013, though it still requires government approvals.
