In early May 2011 ICBC vendors received a letter from the Crown Corporation advising that, "As a result of recent changes to federal legislation, ICBC is changing the way we set rates paid to suppliers..." The letter continues by explaining, "To remain compliant with federal legislation, ICBC will no longer negotiate rates with industry associations." Instead, ICBC will unilaterally establish rates based on their own analysis and assessment of market conditions. Note that this applies to all suppliers, including legal, medical and others, not just automotive.
