Utilities will be more likely to install pollution controls, switch fuels or use alternative operating methods to meet tight sulfur dioxide and nitrogen oxide emissions limits because of the losses they have incurred in investing in banked emissions allowances, a Resources for the Future study concludes. The non-profit's discussion paper “ Banking on allowances: The EPA's Mixed Record in Managing Emissions- Market Transitions,” analyzes the ramifications of the US Environmental Protection Agency's decision to disallow the use of banked sulfur dioxide and nitrogen oxide allowances in its upcoming Transport Rule.
