The REACH regulation contains a specific process for substance evaluation, which aims to clarify whether the manufacr ture or uses of a chemical substance poses a risk to human health or the environment. While ECHA is entrusted with the evaluation of dossiers, substance evaluation is done by the Member States, although ECHA does play a coordinating role in the process.
