A wireless intranet system to provide real-time stream of sing language moving pictures encoded in H.261

A communication system using real-time video streaming and wireless network is proposed. The system consists of one server machine to serve moving pictures of sing languages and multiple client computers to receive these pictures. The present system provides the deaf with moving pictures of sign language translators in real-time, and is expected to be available in lectures or meetings in large-size rooms. We first examined comprehensive encoding parameters of sign language moving pictures. A set of encoding parameters of H.261 format is found as CIF, 10 to 15 fps, 150Kpbs, and 20 seconds intra -period. We next constructed a real-time streaming using the encoding parameters obtained above. It is found that the system successfully worked in case of 6 client computers.
