The text of the agreement is in the process of ratification by the member states (the original number of states in 1951 was 15). The ratification of the new text is carried out to adopt changes and amendments to the Convention of 1951. The Russian Federation adopted the new text by the Decree of the Russian Federation on 18 December 2001. The document was passed to the Ministry of Foreign Affairs of Russia, and an agreement was achieved with the Ministry about the official publication. The material presents the first document officially translated into Russian in an EPPO programme for translation of the main international phytosanitary documents into Russian. The content is presented of 23 articles of the international agreement on control of harmful organisms in plants and plant products, and prevention of their spread worldwide. A form is appended of a model phytosanitary certificate for export of plant products subjected to quarantine control.
