Indigenous technological innovation capability-building hasemerged in recent years as a new development agenda and the criticalprobe in China. This paper, based on 5-year empirical research onChinese firms and theoretical analysis, present and details thecontents of a "3-I innovation strategy," and finally shows theindustrial difference as such strategy.
