Indigenous technological innovation capability-building has emerged in recent years as a new development agenda and the critical probe in China. This paper, based on 5-year empirical research on Chinese firms and theoretical analysis, present and details the contents of a "3-I innovation strategy," and finally shows the industrial difference as such strategy.
