Senator David Vitter introduced legislation last week to block EPA’s regulation of CO2, joining a growing number of lawmakers seeking to stop the agency rules. The Louisiana Republican’s bill, S. 15, would prohibit the EPA Administrator or the head of any federal agency to regulate CO2 emissions until the Secretary of Commerce certifies in writing that China, India and Russia have initiated similar emission reductions.
