Final NSR rule revising routine maintenance expected August 27

The Environmental Protection Agency has distributed internally a draft of its final rule on routine maintenance at power generating, industrial and manufacturing plants, including coal-fired units. A copy of the draft, which one organization said would be published Aug. 27, was obtained by Platts Coal Outlook. In the draft of the final rule, EPA said that its intention is to provide greater regulatory certainty without sacrificing NSR's current level of environmental protection. EPA estimates that the number of units in the following industry groups will be affected: Electric, 491; petroleum refining, 291; chemicals, 856 (including chemical products); natural gas liquids, 132; pulp and paper mills, 523; automobile manufacturing, 371; and pharmaceuticals, 283.
