Dispute delays rail spur construction to new mines in Ohio

A continuing dispute between Buckingham Coal and Norfolk Southern railroad is holding up completion of the final 900 feet of a 4 million dollars rail spur needed to serve Buckingham's new Burr Oak complex in Perry County, Ohio. Lou Jannazo, freight rail planner for the Ohio Rail Development Commission, told Platts August 20 that the coal company and railroad cannot agree "as to how the project should proceed and who should be responsible for it."
