摘要

Comments on the nature of special education as an enterprise andjudgment of its progress are offered. Five independent but necessary and sufficientcriteria for judgment of progress in special education for students with emotional orbehavioral disorders are suggested. Comments are made on each of the articles inthe series, and concluding remarks call for more data and better thinking.
