An historic deal for curbing global aircraft emissions emerged from the International Civil Aviation Organization (ICAO) in a week that ensured the Paris climate accord would enter into force this year. The number of countries pledging to participate in the carbon offset scheme covers about 75% of the estimated 2.5 billion tons of carbon emission reductions that are needed through 2035 for the aviation sector to meet its initial goal of carbon neutral growth from 2020 (JFI May16’16). Following extensive bilateral talks on the final text, ICAO’s plenary session agreed to implement a global market-based mechanism (GMBM) using a phased approach starting in 2021.
