There are currently very few coal export stories that do not include the word China. But that may well be about to change, as the Asian giant has developed a plan that could see the country become more efficient at utilising its domestic resources and potentially become technically self-sufficient in coal. While there has been some speculation China may look to reduce the amount of coal infrastructure spend in coming years, the National Development and Reform Commission (NDRC) at the end of 2013 released its Coal Logistics Development Plan (CLDP).
