The most recent blow to investment certainty in Indonesia's coal industry came in February, when President Susilo Bambang Yudhoyono signed a new regulation that will force foreign companies holding mining permits for coal, minerals and metals to gradually divest their controlling stakes to Indonesian investors over the course of the permit.
