The World Health Organization (WHO) European Region has developed several initiatives to address childhood obesity and has prepared a report with tools that member states can use to identify priority areas for population-based prevention. The report states that an estimated 170 million children, younger than 18 years, are overweight. It describes three approaches that member states can take: the WHO Stepwise framework for preventing chronic disease, the Modified Problem/Solution Tree process, and the ANGELO (Analysis Grid for Elements Linked to Obesity) process. Those approaches include identifying the problem, key stakeholders, and potential solutions, assessing and prioritizing those solutions, and then developing a strategy and obtaining support and funding. The report encourages that consideration be given to local and regional factors.
