The negative effect and harm for human being and natural environment caused by greenhouse effect has triggered all governments' great concerns throughout the world, which is generated by greenhouse gas emission into aerosphere. CO_2 is the main component of greenhouse gas, accounting for about 65%. In order to constrain the global-warming trend, the Kyoto Protocol set a target for developed countries to reduce CO_2 emission, which required the greenhouse gas emission would decline by 5.2% from 2008 to 2012 compared with that in 1990. According to China's energy production and consumption structure, fossil fuel accounting for 92.6% of the total energy in 2003. Therefore, China is one big country of greenhouse gas emission and contributing 13% of the global emission, only behind the US. Moreover, China is predicted to be the first greenhouse emission country in 2020. China does not only bear the responsibility to control greenhouse gas, but also objectively contributes to the international society's target under condition of China's participation. Therefore, China makes a strategy to positively conduct relevant research and take effective measurements to decrease CO_2 emission.
