The concept of aircraft noise limiting values is containing a potential of tensions in social, political, and intellectual life. It has largely passed out of the discussion concerning the methodical requirements. The paper shows why this has occurred, and it develops new criterions (challenges) that can make the concept useful again in methodology. The challenges are based on identifying the quality aims vis-a-vis noise limiting values. The first aim is the formulation of hypothesis under the condition above respectively below of a defined limiting value; the second concerns the choice of indicators; the third handles the reduction of data on two dimensions; the fourth tests the comparability of empirical studies; the fifth is the interest in the correlation pattern and the heteroscedasticity; the sixth considers the adaptation of conclusions to a whole society which are derived from a sample; and the seventh investigates in the timely invariance of the correlation between sound impact and its effects. The paper shows how and why these major quality aims are related to important variations in the outcome of the definition of noise limiting values. The paper also seeks to resolve some disagreements between the classical noise zone and the noise limiting concept. It shows that only a few of the major quality aims are likely to satisfy the methodical requirements as the concept of aircraft noise limiting values actually suggests: a statistical robust noise limiting value. The paper concludes by discussing the importance of an intervention concept versus prevention concept in a modern society.
