Innovative proposal for financing clean coal technology

A new financing proposal from Harvard's Kennedy School of Government could make clean coal technology commercially viable in the US.The plan would bring together the federal government,public utility commissions and investors in a "3-Party Covenant" to reduce financing costs for clean coal plants.Its objective is to make them competitive with traditional coal plants.
