Strategies to promote e-learning industry development in Taiwan

E-learning has high potential in learning and training, which could improve the ability and intelligence of human being. These caused Taiwan to launch a five-year e-learning national program from Jan. 2003 to Dec. 2007. One of the missions is to develop e-learning industry. This study proposed governmental strategies to enlarge the e-learning market demand and increase the value of using e-learning. This paper also discusses the quality control of e-learning and how to utilize network forces to increase the power of e-learning. Academia forces and award mechanism was designed not only for companies that can successfully use e-learning in in-house training, but also for whom provide e-learning services. Results of analyzing current Taiwanese e-learning industry shows the effects after applying those governmental strategies and could be references for whom want to boost e-learning applications.
