The deaths of six London cyclists in two weeks last year led to widespread hand-wringing over whether safety risks have been factored into the capital's push to get more people onto two wheels. The high fatality toll in such a short period galvanised campaigners and policymakers, but the concerns were not new. For commercial vehicle operators, they centre on the number of heavy goods vehicles (HGVs) involved in cyclist deaths. In London, between 2008 and 2012, 53% of cycling fatalities involved a vehicle weighing more than 3.5 tonnes, though HGVs account for just 4% of driver miles.
