A COUNCIL has been fined ?25,000 after it failed to take action to prevent 29 staff from being diagnosed with hand-arm vibration syndrome (HAVS). In a rare prosecution under the Control of Vibration at Work Regulations, the HSE investigated Wirral Metropolitan Borough Council after workers in its parks and leisure department were affected by debilitating hand injuries.
