A FAILED prosecution following a nursing home fire has led to calls for changes to Scottish law so partnerships can still be prosecuted for five years after they have been dissolved. An inquiry by the Scottish Law Commission has concluded that the failed legal action, after 14 people died in the Rosepark nursing home in Lanarkshire in January 2004, revealed a gap in the law.
