A business strategy, it is said, sets out the means by which an organisation's desired ends will be met. When the HSE announced the six overarching themes for its health and safety strategy in December, it seemed we had the ends. Though the themes were not open to discussion, and were not easily quantifiable, they were issues everyone could agree with. We all want risks to be managed and occupational ill health to be tackled. The question was, how should these ends be achieved?
