NETWORK RAIL, the company which owns and operates Britain's rail infrastructure, has been handed 100,000 pounds in fines and costs after a worker was badly burned in an electrical explosion at its Chadwell Heath depot in Essex. David Tugwell, an employee of Cabin Club Limited (CCL), was working in a 2.2m-deep excavation at the site when he cut into a 33kV buried cable with a hacksaw, having mistaken it for a redundant oil pipe. There was a big flash and a bang, and Tugwell was flung backwards. His face, neck, chest, groin, forearms and hands were badly burned and he has not worked since the incident in February 2007.
