The proposed legislation for corporate killing, addressing the question of the liability of corporate bodies for manslaughter, will improve safety and increase accountability, says a 76-page research report published by the Health and Safety Executive. It should act as "a powerful deterrence" to help prevent needless injuries and deaths, says the report, whilst at the same time punishing the grossly negligent. The report concludes that the HSE's role in regulating, enforcing and monitoring safety corporate governance has been successful in improving industrial safety in the UK, and this is likely to be strengthened further by the proposed legislation on corporate manslaughter.
