President Enrique Pena Nieto's yearlong effort to reform significant parts of the Mexican state floundered in September 2013, when the government produced a so-called fiscal reform that failed to live up to its name. Excitement generated over reforming labor, education, telecommunications and banking fizzled out. Instead, a degree of disappointment entered into Mexican discourse, with accusations that the reforming spirit of this president was no better than his predecessors.
