Chinese offshore oil company CNOOC, which has ventured into refining with its new 240,000 b/d refinery at Huizhou, reportedly will hold off on plans to expand that refinery to 440,000 b/d. The second-phase expansion project was scheduled to break ground this year and go online in 2015, but construction will now be pushed to May 2010, according to a Reuters report that quoted the CNOOC Web site.
