The likelihood of a legal resolution to California's Low Carbon Fuel Standard (LCFS) later this year will mean crude produced within the state will not be granted the special status that had been received in the regulation's formative years. CA crudes had been given a carbon intensity rating that was equal to that given to the entire baseline of crudes included, no matter the individual crude intensity. The LCFS aims to cut fuel carbon intensity by 10% off the baseline from 2010. Richard Corey, deputy executive officer at the California Air Resources Board (CARB), said the baseline was originally calculated in 2006 and had constituted all crudes making up 2% or more of refinery input in CA. Now, based on 2010 carbon intensity, a new baseline will be produced. "We are not designing the testing (of individual crudes' carbon intensity) with the idea of cutting anybody out or isolating any particular source. We want to know on a level playing field what's coming in and in order to do that we need something more intricate than a bucket where you just toss things out," said Mike Waugh, chief of CARB's transportation fuels branch.
