The UN's Framework Convention on Climate Change (FCCC) in Cancun, Mexico ended on Dec. 12 with a number of accords on key topics that strengthened the foundation for a future global warming pact. Representatives from 190 countries agreed to establish a "green fund" to disburse money to less-wealthy countries to help them manage the effects of climate change. A framework agreement for low-carbon technology cooperation was also founded, although the cost of access to intellectual property for developing countries is still being contested.
