Jean Bodin (1529-1596), recognized as the father of economic thinking, is well known for his wise aphorism: "there is no wealth except for humans." This is especially true in healthcare. Despite the promises of technology and drugs, health professionals remain key in delivering health services to the population. In the health sector, people are at the centre of the production process, and they are both consumers and suppliers of health services.Since the Joint Learning Initiative by the Rockefeller Foundation and the publication of the 2006 World Health Report, which focused on human resources in healthcare, the importance of healthcare workers has finally grabbed the attention of both policy makers and practitioners. For decision makers in healthcare, the centrality of human resources remains undisputed. Any decision maker assessing his or her operating budget is aware that as much as 60% to 75% of financial resources are allocated to pay for the health workforce. Despite such progress in awareness of the importance and problems associated with labour markets and staffing in the health sector, political support for change is often lacking.
