Attempts to inject competition into India's state-dominated gas sector have stuttered yet again with the government's refusal this week to allow the Panna-Mukta-Tapti (PMT) consortium itself to market its entire output for the second year in a row.Instead,PMT partners BG,state Oil and Natural Gas Corp.(ONGC) and Reliance Industries will continue to sell over half of their production to state Gail India - albeit at a substantially higher price than last year.
