Regulatory Uncertainty Keeps UK Gas Units on Ice

Barely one-tenth of the 23 gigawatts of gas-fired generating capacity to have received UK planning permission since 2005 has been built. Some projects have been shelved, while others like the plant owned by Scottish and Southern Energy (SSE) at Baglan Bay in South Wales have been reduced in size. The situation is unlikely to improve until the UK discloses firm details of its Electricity Market Reform (EMR) proposals, due by mid-2013, which should give investors a better idea of likely returns.
