LNG sponsors put a brave face on projects at Nigeria's annual oil and gas conference in Abuja last week. But the legislative vacuum and concern about feedstock hung in the air like a heavy cloud. While top officials hope that the Petroleum Industry Bill and its all-important new regime for gas will be enacted by end-2009, the jury remains out — not just on whether that deadline will be met, but on whether reforms and much-needed investment in export and domestic gas projects will see the light of day this decade at all (WGI Oct.22,p1).
