The US Federal Energy Regulatory Commissipn(Fere)made history last week with two separate decisions.It rejected for the first time an application to build an LNG terminal,and by approving another project over objections from state and local authorities,it set the stage for what could become a highly politicized test case in the state-federal legal wrangle over terminal siting.
