With new LNG projects stalled by the conflicting expectations of sellers and buyers, portfolio sellers could hold the key to unlocking new liquefaction capacity. The emergence of new buyers is leaving markets more fragmented, and the volumes they're seeking aren't enough to allow final investment decisions (FID) to be taken, so portfolio players could aggregate demand and underwrite new projects, delegates to the major Gastech conference heard last month.
