The Buffalo Grill scandal broke on December 18, when French consumers learned that a Paris-based magistrate was questioning top executives of the pan-European steak-house chain over allegations that they had knowingly imported British beef over the 1996-2000 period, at the height of Europe's Mad Cow crisis.
