THE USDA/APHIS (Animal and Plant Health Inspection Service) proposed rule to regulate importation, interstate movement, and release into the environment of certain non-indigenous organisms—including most of the biological control organisms used by agriculture—was withdrawn June 16 after an agency review of all public comments failed to record even one in favor.
