The 113th Congress has dealt, and continues to deal, with news-driven events such as the Internal Revenue Service's (IRS) improperly targeted scrutiny of tax-exempt organizations and the disclosure of several domestic surveillance programs operated by the National Security Agency (NSA) allegedly aimed at U.S. citizens. Gun control and immigration also continue to be front and center on the legislative road map. Other legislation has been introduced, but most observers doubt they will get significant traction as Congress focuses on these broader issues and begins the investigatory process that often dominates second-term presidents. With this noted, members of Congress have introduced legislation related to oil and gas. There are no fewer than 88 bills that relate to one or more aspects of the oil and gas industry. Generally, this legislation falls into broad categories of taxation, regulation and development.
