Grid users may be charged according to how the transmission service they require affects the total cost of the grid. In general, the relevant grid services are considered to be loss compensation LC and congestion compensation CC [4]. In the grid's nodal framework, the LC and CC service costs can be expressed as marginal costs at each node k of the network: MC_k = MC_(lo-k) + MC_(co-k) (1) A power system is said to be "congested" when it operates beyond one or more transmission limits. Congestion management (CM) consists in controlling the transmission system so that no transmission capacity is exceeded.
