Kent Highway Services (KHS), an alliance including the county council and Jacobs, has made an important change to its ITS systems, for reasons including the general need to be continuously developing them. "We've been bolting on new bits ever since we started," says Jacobs technical director Malcolm Kersey. KHS has been doing so with relative ease since 2006 when it procured the all important common Urban Traffic Management & Control (UTMC) database as an 'open' system.
