In March 2004, the European Council established European Partnerships under the framework of the stabilisation and association process regarding the Western Balkans. The Community Assistance for Reconstruction, Development and Stabilisation (CARDS) Programme, which has been running for several years, provides aid under this EU policy framework for the Western Balkan states until their eventual accession,. It covers Albania, Bosnia and Herzegovina, the Former Yugoslav Republic of Macedonia (FYROM), Serbia and Montenegro It also includes Kosovo (as denned by the UN Security Council Resolution 1244).
