CLP P0wer serves an extensive supply area of 7,000 square kilometres, covering over 70 percent of local electricity demand and over 75 percent of population in Hong Kong. Supporting the economic growth in the territory with an adequate and reliable supply, CLP Power has committed to a significant electrical transmission expansion programme for the next 5 years. During this period, some 20 electrical transmission substations will be erected and commissioned as part of the power systems. In developing these substations, CLP Power is conscious of its obligation in regard to environmental preservation. Proactive means are adopted in the overall operations of its power system for the 'green-being' of the community. There are two basic criteria in the adoption of the 'green' substation approach. Firstly, the design of the substation and the equipment it accommodates should allow economic efficiency and technical effectiveness over its service life. Secondly, the substation is built in an environmentally friendly manner. In this paper, the substation design aspect, covering noise mitigation, natural ventilation, natural lighting, thermal insulation, blending with environment and their harmony support to efficient operation and maintenance of the substation equipment are presented. For the construction phase, a number of control measures are depicted including waste-wise control, non-recycle materials avoidance, noise control and the choice of environmental friendly materials. A prototype design of the 'green' substation is adopted for a CLP Power substation to be commissioned in 2003. An evaluation of the benefits and limitations based on the experience gained in development and application of cost-effective 'Green' Approach in these transmission substations is presented in the paper.
