SEKURUWE GRAVE RELOCATION: A LESSON IN PROCESS AND PRACTICE

This paper highlights loopholes in legislation that protects heritage resources and graves in South Africa, and weaknesses in the way that these legislated processes are implemented. By means of a case study, the authors draw attention to the structural mechanisms which, either through their inadequacy or inadequate application, enabled the illegal relocation of graves, and failed to ensure that the process was carried out properly. By calling attention to grave relocations that took place in Sekuruwe, on the outskirts of Mokopane, Limpopo Province, and by providing a detailed analysis of this individual case, we hope to increase the efficacy of heritage protection by pinpointing problematic areas in the legislation, creating an awareness of weaknesses in the consultation processes, and of the role of the heritage practitioner in facilitating a fair and just process.
