The report says that around 80 percent of crime is committed by a minorityof individuals who displaymild to severe conduct problems in childhood andadolescence. Given that therisk factors for conduct disorder are well known andthat there is good evidencethat early interventions-including early parentingprogrammes-can help, thereport argues that interventions should be mademore widely available.
